Emirates Living is the Emaar area on either side of Sheikh Zayed Road at Interchange 5 — The Springs, The Meadows, The Lakes, Hattan and Emirates Hills under one master plan and one community management.
It is where a large part of Dubai’s family housing stock sits, and almost all of it is now twenty years old or more.
The five sub-communities are not interchangeable and the brief changes sharply between them. A Springs townhouse is a compact type plan where the work is a kitchen wall removed, a bathroom rebuilt and storage designed into rooms that never had enough.
A Meadows or Lakes villa carries a garden and often an extension. Emirates Hills is custom-built, individually designed and priced from as-built drawings. Treating them as one job is the usual mistake.
What they do share is the approval route and the age of the services.
Every one of them sits under the same Emaar community rules, which govern external appearance, working hours and the NOC, and most of them are far enough past handover that concealed plumbing and distribution boards are worth opening up while the walls are already down.

A Springs townhouse and a Hattan villa are different buildings with different constraints and different NOC expectations. We survey the actual property and price the actual house, rather than applying an Emirates Living average to all five.
One community management covers the whole area, with rules on external appearance, working hours, contractor access and deposits. We have run these submissions for years and prepare them ourselves — the NOC is our task, not yours.
On stock this age we survey the concealed plumbing and electrical distribution while the walls are open, and tell you what should be renewed now. Finding it after the tiling is on is the expensive version of the same conversation.
Emirates Living sits under a single Emaar community management, which issues the NOC against its modification and external-appearance rules and sets contractor access, working hours and deposit requirements.
A Dubai Municipality permit follows for structural, external and wet-area works, with DEWA approval where loads change and Dubai Civil Defence involvement on larger scopes.

The Springs, The Meadows, The Lakes, Hattan and Emirates Hills — the Emaar master area either side of Sheikh Zayed Road at Interchange 5. They share one community management and one NOC route, but the properties themselves are very different, from compact townhouses to custom-built mansions.
It depends entirely on which sub-community and which scope. A Springs townhouse kitchen and a whole-house fit-out on a Hattan villa are not comparable. We survey the property first and then issue an itemised, line-by-line proposal against a defined scope with a dated programme, rather than quoting an area average.
Yes. Emaar community management issues the NOC for all five sub-communities, covering modifications, external appearance, working hours and contractor access. A Dubai Municipality permit follows for structural, external and wet-area works. We prepare and submit all of it and do not start on site until it is approved.
On the detached villas, usually yes — ground-floor extensions and enclosed terraces are common in Meadows, Lakes and Hattan. It needs a designed scheme, the community NOC and a Dubai Municipality permit. Townhouses in The Springs have far less scope because of shared walls and the terraced roof line.
A single kitchen or bathroom is typically 6–10 weeks on site. A full villa interior renovation runs 3–6 months, and an extension longer again depending on the approval route. Add roughly three to five weeks for the NOC and permit before site start.
