Compare Dubai fit-out tenders by resolving exclusions, provisional scope, supply responsibilities and document revisions before appointing a contractor.

Fit-out tender comparisons and exclusions for Dubai owners

Put the exclusions from every fit-out tender into one list before choosing a contractor. Then ask who will deliver each excluded item, how it connects to the included work and which decision remains with you. An exclusion is manageable when its consequences are understood and someone owns the task.

For a Dubai owner considering a turnkey fit-out contractor, this review helps establish what the appointment will cover. It is particularly useful when several contractors have responded to the same brief using different descriptions of their responsibilities.

Make sure everyone has answered the same tender

Record the drawing revisions, schedules and written clarifications issued to each bidder. A response based on an earlier kitchen layout cannot be compared fairly with one based on the current plan. Send the missing information and ask for the affected sections to be updated.

Look at substitutions separately. If a contractor proposes a different material, fitting or construction method, ask for it to be identified as an alternative. Keep the response to the requested specification visible so you can decide whether the alternative is acceptable.

For a broader review of trade coverage, Halo's fit-out scope comparison guide provides a starting point. This article concentrates on the exceptions and qualifications that remain after that first comparison.

Read each exclusion as an unfinished instruction

“Approvals by owner” leaves several questions. Who prepares the drawings and technical information? Who submits them? Who answers comments and revises the package? Ask the bidder to describe the activities they include and the input they need from you. Confirm the applicable route for your property instead of assuming one process covers every Dubai project.

“Specialist works excluded” needs the same attention. Name the specialist package and identify who coordinates its dimensions, connections and installation access. Where a separate supplier is involved, ask who verifies that their work is ready for the next trade.

A concise review sheet can use these columns:

Tender wordingClarification to requestDecision to record
Supply by ownerDoes the contractor receive, store, install and test the item?Responsibility at each handover.
Subject to site conditionsWhich condition is unverified, and how will it be checked?Investigation and decision before release.
Making good excludedWhich surrounding surfaces are affected?Extent of repair and who completes it.
Final selection pendingWhat information does the selection need to resolve?Selection deadline and affected work.

The purpose is to turn a broad qualification into a specific action. If a bidder cannot yet confirm an item, leave it visibly unresolved and ask what evidence would allow a decision.

Check where supply and installation separate

A light fitting supplied by the owner can still require mounting details, control compatibility and a confirmed connection. Ask the contractor which information is needed before the ceiling closes. Include testing and access for future maintenance in the discussion.

For fitted furniture, establish who takes final measurements and who accepts the surrounding surfaces as ready. A cabinet supplier and a fit-out contractor may each have a sensible scope while leaving the joint between their work undefined.

Halo's guide to owner-supplied items in a turnkey fit-out develops this coordination point. Keep the resulting decisions in the appointment documents so they reach the people running the site.

Close the tender with a written clarification

After the review meeting, circulate the agreed answers with a revision date. Ask the selected contractor to confirm how those answers are incorporated into the final scope and programme. Resolve contradictions between a tender note and a later email before signing.

Keep a separate list of open decisions, including the person responsible and the work that depends on each answer. Bring that list, the current drawings and all tender qualifications to a fit-out consultation with Halo. It gives the team a clear basis for discussing the appointment and the responsibilities you want it to carry.
