Commercial fit-out contractors in Dubai: compare the scope before the quote

Give every shortlisted contractor the same drawings, requirements and return schedule. Then compare who owns each approval, technical package, site activity and handover record. A low total or polished portfolio cannot tell you whether two proposals cover the same work.

Issue one controlled tender pack

Start with the premises, business use and landlord information. Include the latest survey, layout, relevant fit-out guide, brand or workplace requirements, equipment information and target operational constraints. Mark documents with a revision and issue date so every bidder answers the same pack.

The pack should state which design work is already complete and what the contractor must develop. If the concept still needs technical drawings, say so. If the tenant has separate IT, security, signage or specialist equipment suppliers, show where their work meets the fit-out.

Ask each contractor to return:

  • a scope response against the same work breakdown;
  • named exclusions and assumptions;
  • a responsibility matrix;
  • a proposed drawing and sample schedule;
  • an approvals route for the actual building;
  • a site and handover plan.

Use a responsibility matrix

List the project tasks down the left side of a sheet. Put the tenant, designer, contractor, landlord and specialist suppliers across the top. Assign one owner to each deliverable and name the parties that review or provide information.

An empty cell is a warning. Two parties both marked as responsible can be just as risky because each may assume the other will act.

Confirm the approvals route by address

Dubai does not have one commercial fit-out path for every property. The landlord, free zone, master developer and relevant authorities can each set requirements. Ask the contractor to map the sequence for the actual premises and identify the documents that depend on the tenant or designer.

For work within its jurisdiction, the Dubai Development Authority's fit-out permit page identifies the contractor as requester. Its document list includes the contractor appointment letter, Ejari, building-owner NOC, relevant authority NOCs and drawings. It also links the fit-out permit to a later completion process. Use that as a jurisdiction-specific example, then confirm what applies to your building.

Compare technical ownership, not trade names

One proposal may say "MEP included" while another separates design, calculations, authority coordination, equipment, controls, testing and ceiling reinstatement. Break the term into deliverables.

Apply the same test to joinery. Confirm who surveys after partitions are set out, produces shop drawings, approves hardware and finishes, coordinates power and data, and protects completed work. Ask for the proposed project manager and discipline leads. Their roles should match the work in the matrix. A company profile alone does not show who will answer a drawing query or sign off a concealed service before it is covered.

Set the evidence expected at each gate

Define review points before work begins. Typical gates include coordinated drawings, approved samples, inspection of concealed work, services testing, room completion, snagging and document handover. The responsible professional should determine the technical inspections required for the project.

Tie each gate to evidence: a signed drawing, sample record, test result, photograph or witnessed demonstration. This creates a clear way to decide whether work can move to the next stage.

Keep design changes in a written register. The entry should show what changed, why, which drawings are affected and who approved it. Site teams need one current instruction, especially when the change crosses architectural, MEP and joinery work.

Ask for a usable handover plan

The tender response should explain how the contractor will close snags, commission agreed systems and assemble the final records. Ask who trains the facilities team and how open items will be tracked after occupation.
